The Impact of a Changing Climate

Our world is getting warmer, faster. Earth’s temperature has risen about 2°F since 1850, accelerating rapidly since 1982. The past decade (2014-2023) was the warmest on record. May 2024 continued this trend, breaking records as the hottest month on record, with surface temperatures 2.12°F (1.18°C) above the 20th-century average, and record-high ocean temperatures. Snow cover is below average, and global sea ice is 460,000 square miles below the 1991–2020 average. The 2-degree Fahrenheit increase is driving extreme changes in our global climate, beyond rising temperatures. Changes in other climate variables—rising sea levels, melting glaciers, shrinking snow cover—are being documented in addition to warmer temperatures and heavy precipitation.

We don’t have to look far to see how these changes are playing out in our world, for example:

  • Warm, dry conditions are lengthening fire seasons. Following the hottest summer on record last year, Europe has lost more than 460,000 hectares of forest to wildfire already this year.
  • Increased rainfall and temperatures are influencing the frequency of earthquakes and volcanic activity.
Given these conditions, it’s clear that climate change can transform an average weather event into a natural disaster, and by the end of the century, “most types of weather-related disasters will become more common” and more frequent.

The Impact on Insurers

Here are some of the ways climate change is impacting insurers:

Cost Trends:

Climate change is expensive. In 2023, 28 climate and weather disasters in the US cost more than $92 billion. This trend is ongoing: 2023 marked the fourth consecutive year with 18 or more billion-dollar disaster events. In Europe, the fastest warming continent, climate disasters cost more than €77 billion in 2023. As a result of destructive events, claims and premiums are rising, with premiums projected to increase by 30% to 60% by 2040. Insurance claims for natural disasters are expected to follow this upward trend, with a 54% increase in claims in 2022 over a 10-year average.

Underwriting Challenges:

Evolving climate conditions make it harder for underwriters and risk engineers to predict and price risks. As we approach previously unreached temperatures and new extremes, historical data is less reliable. For example, recent billion-dollar flooding events in the US were more intense than expected, and hundred-year flood trends are already changing, putting historical flooding maps out of date. Linda Freiner, Group Head of Sustainability at Zurich Insurance Group highlighted the challenge for insurers: “I think traditionally insurers have relied heavily on catastrophic risk models and the risk of the property, which has meant relying on 100 years of historical data to give us a view of the future. But the reality is that today the risk landscape is very dynamic, so relying heavily on historic data is creating a blurry picture of current risks.”

The Protection Gap:

The increased risk and cost of disasters has led some insurers to stop issuing policies in certain areas, making coverage unaffordable for some customers. In the US, 31 states have seen rates increase by double digits since 2022. Some insurers are no longer issuing new policies in California due to wildfires, or are restricting policies in flood-prone states, creating a protection gap that harms people and local economies.

Impact on Human Safety and Business Continuity

Extreme heat impacts businesses both directly and indirectly. In addition to the physical impact on property, extreme weather causes business disruptions, both from an operational standpoint and in terms of worker safety and productivity as a result of air quality and allergen risks, UV exposure and other heat-induced illnesses. An article by Zurich Insurance Group reported that 65 million US workers are in jobs that are vulnerable to “climate-related health risks.” In these conditions, insurers will need to gather as much data and intelligence as possible to stay ahead.
