Expert System today announced that it has appointed Louis Andre as the new CEO for Expert System USA, the Group’s North American subsidiary serving the Federal, Intelligence and Law Enforcement sector.
Louis Andre joins Expert System USA as CEO following a distinguished career in security and intelligence in both the public and private sector. Louis Andre was the first U.S. Defense Intelligence Agency (DIA) senior to simultaneously serve as the Chief Operating Officer and Chief of Staff for the Agency. Then, as Senior Vice President for Intelligence Business Strategy at CACI International, he drove the company’s growth in the intelligence market by developing forward-looking business strategies, refining corporate capabilities, and orchestrating capture activities.
At Expert System USA, he will lead the company through an important growth period as it consolidates a number of engagements with major U.S. federal agencies including the Department of Justice and the Department of Defense.

Louis Andre has worked extensively in the intelligence and defense fields where he acquired a reputation for applying exceptional knowledge and analytic tradecraft to a wide range of challenging threats in support of critical National Security missions. A former Special Forces officer with combat experience, Mr. Andre spent his public sector career at the U.S. DIA where he served in a variety of senior analytic and management positions, including Chief of the Global Analysis Division and Chief and founding member of the Counterterrorism Branch, the organizational precursor to the Joint Intelligence Task Force – Combating Terrorism and the Defense Combatting Terrorism Center. He also served as the Research Director at DIA and as the Senior Civilian in the Directorate for Intelligence, Joint Chiefs of Staff. Among other achievements, he received the Presidential Rank Award for both Distinguished Executive and Meritorious Executive. Mr. Andre attended the School of Foreign Service, Georgetown University, the Federal Executive Institute, the Intelligence Fellows Program, and the Program for Senior Officials in National Security at Harvard University.
